CCC Education Committee/CCLA Principal/CCLA PTO President Operating Principles

1. Introduction
Chinese Culture Center (CCC) has a strong commitment to a high quality Chinese school for the Chinese community. This commitment is most successful when its delegated Education Committee is clear about its mission, its roles, its relationship to Connecticut Chinese Language Academy (CCLA), and its members’ voting power definition. To ensure members of Education Committee work constructively and productively with each other, the CCC Education Committee has established this operating principles document.
2. Education Committee Mission
The Education Committee’s mission is to reflect and protect CCC's vision on CCLA, which is to offer the highest-quality Chinese language education programs and cultural activity classes to the community.
3. Education Committee Formation
As indicated in clause 3, article IV of the CCC by-law [1], “…the Board may appoint Standing Committees to supervise such functions as education …”, the Education Committee is a standing committee of the CCC board that “shall have the control and general management of the affairs and business of the Center” regarding education.
The Education Committee consists of at least five members and at most nine members, including at least 3 CCC Board of directors, a CCLA Principal and a CCLA PTO President. In a situation where the CCLA Principal is a CCC Board of director, the “at least 3 CCC Board of directors” phrase in the previous sentence shall not include the CCLA Principal. The Chairman of Education Committee must be a member of the CCC Board of directors.
A regular term for any member of the “at least 3 CCC Board of directors” in the Education Committee is one year. This also applies to the Chairman of the Education Committee. The term starts when a CCC President announces the CCC board structure and ends when the next CCC President announces a new CCC board structure a year later. Any of the “at least 3 CCC Board of directors” can be in the Education Committee for multiple terms if he/she is appointed by CCC Presidents in multiple years.
Term durations for the CCLA Principal and CCLA PTO President are regulated by the CCLA Principal’s job description document and the PTO by-law document, respectively.
If any member of the Education Committee is to resign before his/her term ends, he/she should submit a resignation letter to the Chairman of the Education Committee and the CCC President at least two weeks before the actual resignation. Once resigned, he/she does no longer hold voting power within the Education Committee.
4. Education Committee Roles
The Education Committee, under the leadership of its Chairman, has the delegated authority from the CCC by-law to reflect and protect CCC's vision on CCLA. The Education Committee reports to the CCC President.
As a whole, the Education Committee is to make or improve policies and processes about the school; the Committee is to hire and, on unlikely occasions, to dismiss the CCLA Principal, subject to CCC Board’s final approval; the Committee is to make sure that the CCLA Principal and the CCLA PTO President collaborate to fulfill the Committee’s mission; and the Committee is to help to run school operations upon CCLA Principal’s request when the CCLA Principal and the school administration need the help. The Committee is to evaluate and provide feedback to CCLA Principal on execution of the policies/processes of the school. The Committee is also to work with CCLA PTO President to ensure PTO's mission of improving parent involvement to be in line with the strategic planning of the school. The Education Committee is also to evaluate and provide feedback to CCLA PTO President on improving parent involvement in the school.
Specific roles include:
· All Education Committee members identify new policies/processes needs, draft new policy documents, improve existing policy documents, initiate or improve processes, and collect community feedback.
· The Education Committee appoints/dismisses the CCLA Principal, subject to CCC Board’s final approval.
· The Education Committee chairman chairs all meetings during his/her term, coordinates CCLA Principal's evaluation, sets the agenda for each regular meeting based on his/her priority and other Committee members’ request, and serves as the official spokesperson for the Education Committee, unless otherwise directed.
· The CCLA Principal delivers relevant materials and documentation to each of the other Education Committee members to update school execution status.
· The CCLA PTO President delivers relevant materials and documentation to each of the other Education Committee members to update parent involvement status and provide community feedback.
5. Education Committee/CCLA Principal/CCLA PTO President Relationship
Firstly, the Education Committee is the governing body, the CCLA Principal is the chief administration executive, and the PTO President is an advisory member. Education Committee monitors, evaluates, and provides feedback to both the CCLA Principal and the CCLA PTO President. The Education Committee will conduct an annual evaluation of Principal's performance with respect to the execution of polices/processes set forth by the Education Committee. The Education Committee will also conduct an annual evaluation of CCLA PTO President's performance on improving parent involvement in the school.
Secondly, the CCLA Principal and the CCLA PTO President do not have a supervising/reporting relationship to each other. The relationship between them is a collaborative relationship. CCLA Principal is responsible for implementing Education Committee's policies/processes and running day-to-day operations of the school. CCLA PTO President is responsible for providing community input and improving parent involvement in the school.
6. Voting Power of Education Committee Members
All members of the Education Committee have equal voting power on Education Committee decisions.
The CCLA Principal and the CCLA PTO President will not vote on their own evaluation.
7. Education Committee Meetings
Education Committee will demonstrate leadership through effective meeting practices.
· The Education Committee meets at least once a month, every month, with the exception that a monthly meeting might be skipped when agreed upon by all Education Committee members.
· Every Education Committee member is allowed not to attend 3 monthly meetings in person in a year, excluding any monthly meeting skipped upon agreement by all Education Committee members
· The meeting agenda will be made public to CCLA community through various communication channels. CCLA community members are welcome to attend Education Committee Meetings and provide feedback in a constructive manner.
· The following items are mandatory twice a year through the Education Committee meetings:
· CCLA financial review
· CCLA operations review
· CCLA PTO operations review
· Education Committee members should practice mutual respect, intelligent truth-seeking, and shared and group decision making.
· Meeting minutes are to be taken for each meeting. These minutes are to be compiled, edited, and approved by all Education Committee members who have attended the meeting within 2 weeks after the meeting is held.
· The Chairman of the Education Committee is responsible for sending the minutes to the CCC Board of directors after it is approved by all attendees.
8. Decision Making Process by Education Committee
Success of the Education Committee in its mission, i.e., reflecting and protecting CCC's vision on CCLA, is measured by the quality of its decisions. The Education Committee will demonstrate leadership through democratic decision-making procedures.
· The Education Committee should work toward a consensus model of decision making, i.e., all members work toward a common decision after being willing to make compromises. Once a decision has been made, all members should support the decision and agree to move on.
· New policy/process documents and updated policy/process documents are to be approved by all the Education Committee members based on the rule of majority votes.
· Appointment/dismissal of the CCLA Principal is reported to the CCC Board for final approval. The decision is made by the CCC Board according to the CCC By-law.
· When a difference between the CCLA Principal and CCLA PTO president on a CCLA-related issue cannot be resolved between them, a final decision is made by all the Education Committee members based on the rule of majority votes.
· If a consensus can not be reached on a key CCLA issue, the Chairman of the Education Committee can make a motion to the CCC Board for all the Board members to decide on the issue. The decision made by the CCC Board will be accepted as the decision on the key issue.
· The Education Committee will establish and support a variety of ways for the community to communicate with the Education Committee on relevant issues to help it make decisions for the benefit of its mission.
9. Conflict of Interest
Neither the CCLA Principal nor the PTO President should be the Chairman of the Education Committee at the same time.
The CCLA Principal should not be the PTO President at the same time.
Other CCLA school administrators should not be members of the Education Committee.
Other CCLA PTO officers should not be members of the Education Committee.
Any two members of the Education Committee should not be from a same family.
10. Review of This Document
This document should be reviewed at least once a year, preferably at the end of a calendar year, by the Committee for the purpose of continuous improvement. The Committee chairman should be responsible for putting this into a Committee meeting. Revision should be documented and made public to relevant stakeholders once approved by the Committee.
